BREAKING NEWS: EMPD Deputy Chief Julius Mkhwanazi Suspended Amid Fraud Investigation

Ekurhuleni – The deputy chief of the Ekurhuleni Metropolitan Police Department, Julius Mkhwanazi, has been placed on suspension while authorities investigate allegations of fraudulent agreements with private firms. The suspension follows testimony before the Madlanga Commission, where former EMPD chief Jabulani Isaac Mapiyeye claimed Mkhwanazi signed memorandums of understanding with two companies without proper authorisation.

Mapiyeye told the commission that Mkhwanazi approved two MoUs – one with CAT VIP Security and another with Medicare24 – granting the firms access to EMPD resources such as blue‑light vehicles. The documents lacked the required signatures of senior officials and were allegedly signed solely by Mkhwanazi, raising concerns about abuse of power.


The controversy also extends to Mkhwanazi’s appointment. He was promoted to brigadier and named deputy chief in December 2023 despite the interview panel not recommending him and the State Security Agency failing to conduct the usual vetting. Mapiyeye said he never received a formal appointment letter or performance contract for Mkhwanazi.
