BREAKING NEWS : IPID Officer Thulani Magagula Submits CCTV Footage to Madlanga Commission Allegedly Showing EMPD Officer Handing Over R14 Million Stolen Precious Stones to Julius Mkhwanazi


An Independent Police Investigative Directorate (IPID) officer, Thulani Magagula, has provided the Madlanga Commission with CCTV footage that purportedly captures an Ekurhuleni Metro Police Department (EMPD) officer delivering stolen precious stones worth R14 million to acting EMPD chief Julius Mkhwanazi. 

The video, recorded at a secure location, shows the officer transferring a sealed container to Mkhwanazi, who then places it in a private vehicle. Magagula, who obtained the footage during an internal IPID investigation, said the material “clearly links a senior EMPD member to the handling of illicit goods” and could be pivotal to ongoing corruption probes.


The Madlanga Commission, which is examining allegations of misconduct within the EMPD, will now analyse the footage to determine whether it constitutes sufficient evidence for criminal charges. Mkhwanazi, already under scrutiny for separate accusations of theft and abuse of power—including a prior CCTV clip linking him to a copper theft incident in Meyerton—has not yet responded to the latest allegation.

IPID spokesperson said the directorate “takes any evidence of corruption seriously and will act on it in accordance with the law.” The commission’s hearings are expected to continue next week, with further witnesses slated to testify.
