Lieutenant-General Dumisani Khumalo, the SAPS Crime Intelligence chief, has been formally recognised by the government for his role in exposing a powerful criminal network allegedly infiltrating the state. Khumalo received a commemorative insignia coin at the launch of the National Centre for Intelligence Coordination (NCIC) on April 14, 2026.
The NCIC, established under Section 4 of the National Strategic Intelligence Act of 1994, aims to unify domestic, foreign, defence, and crime intelligence streams to provide timely, actionable analysis for national decision-making. Khumalo is one of the key principals tasked with this mission.
Khumalo's recognition comes after his explosive testimony before the Madlanga Commission of Inquiry in 2025, where he detailed the alleged "Big Five" cartel, a Gauteng-based syndicate involved in drug trafficking, contract killings, and other crimes. He named Vusimuzi "Cat" Matlala and Katiso "KT" Molefe as alleged members with high-level political connections.
Minister in the Presidency Khumbudzo Ntshavheni described the coin as a "marker of duty," emphasizing the responsibility to overcome fragmentation and confront security threats with coordinated precision.
